1. Introduction
1.1 Background of the study
Educational training institution libraries own various reference books, text books, journals and other reading materials in there collection so as to satisfy their users so institutions take various actions to bring their library to the stage of providing effective library service having qualities like easy accessibility, fast service, attractive environment for readers & manageable for workers in the library. A library of such qualities can provide accurate, reliable & timely information when needed. So as to get libraries having the above qualities; good database system that enables to handle records related to books, other reading materials as well as services and users is a basic building block. Problems related to database system bring a lot of bottlenecks in a library service performance. These bottlenecks rise because of improper record keeping, redundant record, inconsistent data values or no record about the material or the service. The other reason include making use of a database system all manual, this makes the system less speed of accessibility, prone to redundancy, prone to errors and difficult for updating. This research investigated the problems of database of books and users that hinder the library service performance of Bishoftu Technical & Vocational Education & Training Institute library.
1.2 Statement of the problem
Each year the institution register new trainees and the need of trainees is anticipating great deal of updated ideas & knowledge under consideration of the trained man power demanded by the country so this needs modern system to meet the needs of readers.
Keeping that in mind, a major problem identified regarding Bishoftu Technical & Vocational Education & Training institute library is that the library has problems especially on the database of the books as well as the audio visual materials available in the library. To have a deeper insight about this problem the following major questions were addressed.
1. What are the main factors that affect the library service performance? - with regard to readers - with regard to the database system - with regard to workers of the library 2. What effort has been made by the institution to improve the library’s performance? What should be done in the future?
1.3 Objective of the study
This study has general and specific objectives. General objective of the study is to pull up the service performance of Bishoftu Technical & Vocational Education & Training institute library. Specific objectives of the study are:- - To investigate the existing problems that affect the service performance of the library - To evaluate the factors affecting the service performance highly and to take appropriate action in order to overcome hindrances. - To identify the factors those hinder the service performance. - To recommend best system to promote the library service performance by considering the determinants. - To asses the corrective actions taken by the institution and recommend modern improvement techniques in the future.
1.4 Significance of the study
The study was interested at investigating on the system how the library is giving its service & trying to deal with increasing service performance in order to satisfy reader’s needs. It also pin pointed any problem identified through the study and gave the necessary recommendation that solve the problem. Further more, the study is also hoped to contribute ideal for the others who would like to know and make a detail investment on the study.
1.5 Methodology (source of data)
Method of data collection for this research to build realistic fact, out of the data collection mechanisms questionnaire and observation had been implemented. As the data collected to supplement this study are mainly primary data, it is important to use a method which best suits with the environment. The data collected from:- - The library - Chief of librarian - Assistant librarian - Readers - Trainees - Trainers - Workers (staff) In addition to primary data collected secondary data sources from the library record also used.
1.6 Scope of the study
The study is limited to finding out the reason (factors) affecting library service performance in Bishoftu Technical & Vocational Education & Training institute library in relation to database system.
1.7 Limitation of the study
This study emphasized the accuracy of the research result should be understood with consideration of the following limitations seen in Bishoftu Technical & Vocational Education & Training institute. There was a time and financial constraints to further conduct & detail investigation on areas related to the research topic. In addition to that the limited experience of the researcher and lack of willingness of respondents to give information on time affected the study not to go further detail.

2. Review of related Literature
The reason to have a separate heading for the review of related literature is that, the researcher wants to develop theoretical frame works reviewed from different sources. To control factors that affect the library service performance different professionals put their idea as follows: Before you can have successful library service you have to get easily accessible database. Since libraries allow users to borrow items from their collections for limited amounts of time. To be eligible to borrow library materials, a user must register her or his name, address, and other basic information with the local library’s circulation department, which keeps track of the library’s collections. Upon registering, users receive library cards, which they must present at the circulation desk when they wish to check out books or other materials. They may allow users to borrow materials for days or weeks, of borrowing periods. Because libraries usually contain a vast amount of material, users might never find the information they need if this material were not carefully organized. For this reason librarians have developed systematic procedures to organize their collections in ways that provide users with convenient and logical access to materials. Nearly all libraries use some type of system to catalog, or index, their collections. In addition, libraries use similar systems to classify and arrange their materials on library shelves. For these reasons, library users require a basic understanding of the common types of catalogs and the principles of classification to easily find the information they need. (Microsoft Encarta 2009)
So this needs effective database system maintained based on the classification principles, such as catalog. A library catalog is an index to the library’s collection that enables a user to find materials. Library users can determine whether the library owns the materials they need by searching through catalog records. In many cases the information provided on the record will enable the patron to make a decision about whether the item listed suits his or her needs. Catalog records typically list the item’s author, its title, its subjects, the date it was published, the name of its publisher, and other information. In addition, the catalog record contains the item’s call number, a combination of letters and numbers used to classify the work. The call number also indicates the item’s location in the library. For example, a book on architecture is classified—and arranged in the library—with the library’s other books on architecture.
Book catalogs list the holdings of the library in a catalog in book form. Libraries first introduced book catalogs in the late 16th century, and they remained popular for some 300 years. The book catalog features complete information about each item, usually under the name of the author. Alternate listings organized by title or subject usually contain brief descriptions of each item. Librarians consider the portability of the book catalog to be a major advantage. Book catalogs are also relatively inexpensive to produce in multiple copies. The book catalog’s great disadvantage is that it is not easily updated; libraries must issue supplements to list new items that the library has acquired. Few modern libraries continue to publish book catalogs. Often referred to as online public access catalogs (OPACs) or online catalogs, computerized catalogs were first introduced in libraries in the early 1980s. Online catalogs provide broader access to a library’s collection by allowing more sophisticated searching of the catalog. They are also updated easily. They can be searched from locations outside the library building through the Internet. In addition, many libraries have integrated their online catalogs with their circulation systems, providing information on the status of a book’s availability in the library in addition to the usual cataloging information. This useful feature has never been a characteristic of other catalog formats. Despite these advantages, libraries with small operating budgets have difficulty raising the funds to convert book catalogs, microfiche catalogs, or card catalogs into machine-readable formats that computers can use. (Microsoft Encarta 2009)
Database refers to a collection of interrelated data values of such nature that they might be represented as member of files but not a file field for easy retrieval in there common usage; the word often means any accessible collection of information & in that case only a limited set of data values may be used. (Nancy Hartrine 2006) so Data base system is one of the most important elements of a good and easily accessible Library.
The relational Model of Data is based on the concept of a Relation. A relation is a mathematical concept based on ideas of sets. (Dr. E.F. Codd of IBM Research in the paper: "A Relational Model for Large Shared Data Banks," Communications of the ACM, June 1970)
The above paper caused a major revolution in the field of database management and earned Dr. Codd the ACM Turing Award
A database management system provides the ability for many different users to share data and process resources.
Functionality drawn from such applications has lately begun appearing in mainstream DBMSs as well. However, the main focus there, at least when aimed at the commercial data processing market, is still on descriptive attributes on repetitive record structures like those appearing in a library database.
(Library 101: A Handbook for the School Library Media Specialist by Claire Gatrell Stephens, Libraries Unlimited, 2007.) Features commonly offered by database management systems include:
Security: - Often it is desirable to limit who can see or change which attributes or groups of attributes.
Computation: - There are common computations requested on attributes such as counting, summing, averaging, sorting, grouping, cross-referencing, etc.
Change and access logging: - Often one wants to know who accessed what attributes, what was changed, and when it was changed. Logging services allow this by keeping a record of access occurrences and changes. Automated optimization: - If there are frequently occurring usage patterns or requests, some DBMS can adjust themselves to improve the speed of those interactions.

3. Data presentation and analysis
3.1 Background of the organization
Bishoftu Technical & Vocational Education & Training institute is one of the Ethiopian TVET institutions in Oromia region & it is located in Bishoftu (Debrezeit) town 45km from Addis Ababa. It is established in 1961 E.C. At the beginning, it was named Princess Tenagnwork Hailesilasse comprehensive secondary school. Then it was called Debrezeit Comprehensive and finally starting from 1994 E.C up to the time of conducting this research it is called Bishoftu Technical & Vocational Education & Training institute. The institute contributed a lot to supply a middle level trained man power to the country in different field of studies. The institute had an average of 700 students per year in 15 different field of training. The library of Bishoftu TVET institute has around 15000 books of different categories; it has various books for reference, text books, publications like news papers & journals etc and it gives service for Bishoftu technical vocational education and training institute and Bishoftu higher education preparatory school students as well as workers. There are three workers in the library one chief librarian and two assistants.
3.2 Data presentation and analysis
The two previous chapters identify the problem believe to exist in Bishoftu Technical & Vocational education & training institute library while presenting related literature views. In this chapter the identified problems were supported by data and responses of individuals to prove the problems do actually exist. This chapter includes the responses from sample respondents taken from Bishoftu Technical & Vocational Education & Training institute trainees, trainers & administrative workers.
3.2.1 Characteristics of the population
Age and field of study of the distribution of respondents is given below: -

3.2.2 Presentation and analysis of response from sample respondents
The data given below is summarized response by the respondents which were used the library repeatedly and know about the existing problem of the library. Q.1.Do you think that there is any difference between creating records & database management? The response from the respondents for the above question was as follows:

The above table shows 75% of the respondents have good understanding on the difference between creating records and database management; while 25% of the respondents did knew about the difference between. Q.2. Do you agree that library of Bishoftu Technical Vocational Education & Training institute is sufficiently organized? Organizing library is vital activity in training trainees of different fields of training so as to cope with the changing needs of the labor market that anticipates highly qualified professionals. Keeping this in mind; respondents were asked their opinion on the organization of the library and their response as follows:

The above table shows 70% of the respondents disagree about sufficient organization of the library; 30% of the respondents agreed about the issue. Q.3. If your answer for question No 2 is No, what is your suggestion to improve it? 70% of the respondents responded No and they suggested that it is better to make some improvements on the library service 30% of the respondents answered yes as shown on table 3.2.3. Q.4. Has the library appropriate settlement (arrangement) of books and audio visual materials that can be easily accessible by the users? In order to get fast and easy library service users as well as librarians need appropriate settlement (arrangement) of books and materials so respondents were asked about the arrangement of books and other audio visual materials and their response was:

Is there any catalog in the library? In a modern library service using library books catalog is a critical foundation of good library service performance. Because of the above fact respondents were asked about the availability of a catalog and their response was as followed:

Security of books and materials is basic issue in a modern library in order to protect books from destruction and misuse so respondents were asked about the system security and their response is shown below:

In a library it is good to have some mechanisms of recording book borrowing like pocket service so respondents was asked about a pocket service and they responded as follows:

Q.8. Do you think that it is easy to find books when needed? The researcher thinks that there is no question about this question since easy accessibility is one of the basic characteristics of a modern library & the responses are as followed. Table 3.2.8 is finding books easy?

Is there a record that shows the books in stock, in circulation, disappeared, on shelf? Having a detailed record about the books in the library helps to identify where the book is placed; the respondents response was shown in the following table: Table 3.2.9 is there a record that shows in circulation, in stock, disappeared or on shelf.

Q.13. Is there any record that shows where to find the reading material you need without the help of the librarians? In the above table 97.5% of the respondents need the help of the librarians because of the record inconvenience only 1% of the respondents responded in the opposite way. Q.14. Is the library book recording system able to show what is placed on a given shelf? Having a record that guide users while going to assess the shelf after identifying what is placed on each shelf is advisable to enhance the library service performance that is why respondents asked this question; their answer was as followed below:

From the table above we got 87.5% responded that it is difficult to identify what is placed on a shelf and the rest 12.5% responded ‘yes’.
Q.15. Do you think that you have got sufficiently facilitated & fast service while you are served?
Most readers want to get sufficiently facilitated service based on this reason the respondents were asked to answer about the service performance and they responded as follows:

Here 82.5% of the respondents answered the service was not sufficiently facilitated and not fast the next 17.5% respondents replied that the service is fast & facilitated.

4. Conclusion and recommendations
4.1 Summary of findings ? Majority of the respondents are from a field of study related to information technology. ? Significant number of the respondents differentiated creating records and database management. ? According to the respondents a great number of them disagree on the organization of Bishoftu Technical & vocational Education& Training library; also suggested some improvements. ? Higher number of respondents believed the library had inappropriate arrangement of books and it is difficult for accessing them. ? Almost all the respondents responded there is no catalog in Bishoftu technical & vocational education & training library. ? Majority of the respondents think that the library’s material security is very low. ? Almost all of the respondents expressed there is no pocket service to borrow books in the library. ? A significant number of the respondents think that it is difficult to find a book when needed. ? Majority of respondents said there is no record that shows books in stock, in circulation, disappeared & on the shelf. ? All the respondents responded they haven’t observed any computerized record or database in the library. ? More than half of the respondents said there is no list that shows the books arrangement, order etc. ? Most of the respondents responded that about unavailability of a record showing number of copies of each book in the library. ? A significant number of the respondents said there is no record that enables users to find the library resources with out the help of the librarians. ? Significant portion of the respondents believed that there is no record that shows what is placed on a given shelf. ? Majority of the respondents think the service of Bishoftu Technical & Vocational Education & Training library is not sufficiently facilitated & is not giving fast service while users are served there.
4.2 Conclusions - In today’s competitive work environment professionals are basic building blocks to achieve the organizational goals Most of the users of Bishoftu Technical & Vocational institute library are professionals and candidate professionals. - Data base management is a crucial thing in a library since it is a tool to handle big volume of data base in a manageable & accessible manner. Keeping that in mind; in the case of Bishotu Technical & Vocational Education & Training library majority of users differentiate database management & record creation. - In order to have a modern library that can provide easy & fast service for its users needs high stage of organization in its structure, arrangement etc. Bishoftu Technical & vocational Education & Training Institute library has poor organization of material handling & service. - Library books & resources need to be arranged in a systematic manner that can create attractive environment by providing classification for enhanced accessibility. In case of Bishoftu Technical & Vocational Education & Training Institute library its arrangement is inappropriate for modern libraries. - This day’s library catalog is highly needed in libraries as the number of books becoming large and difficult to manage, to facilitate the performance of the library service by using a database of books & materials in a book or in a card form. In Bishoftu Technical & Vocational Education & Training institute library catalog is unavailable even if it is crucial. - In a library giving service for huge amount of users; security is one of the basic issues so as to protect the books & materials from destruction and theft. In case of Bishoftu Techncal & Vocational Institute library the security is low and it is risk. - In modern library that is highly needed to have a mechanism to give borrowing service from the huge database of books & other reading materials from these mechanisms pocket service is one of them. Bishoftu Technical & Vocational institute library is not using pocket service this also makes the service poor. - One of the features of a modern library is it is easy to find a book from it. In our case it is very difficult to find a book from the collection this brings ineffectiveness of the library service. - Any institution that needs to have good library service performance should design a record keeping technique to handle its books and other readable materials in every place and service. In relation to this issue Bishoftu Technical & Vocational Institute library has no clear recording system that show books at hand, stolen, on shelf, tear & wear etc so this makes the library more difficult for users as well as the workers in the library. - Most activities of a modern library is becoming all automated or machine based in order to make it fast and manageable especially in libraries owning huge number of books and readable specifically electronic. In Bishoftu Technical & Vocational Institute library all the records are all manual since there is no computerized record this is also cause low service performance because of redundant activities. - One of the best of ways to manage a library collection is classifying the books, readable materials, audio visual materials in different categories & arranging in some sorting order. Bishoftu Technical & vocational institute library has limitation since it lacks book arrangement order. - In a modern library there must be a record that shows the quantity of each material, the number of copies of a given book etc that can be accessed easily when needed. In case of Bishoftu Technical & vocational Institute library there is no easily accessible record so this is also brings low performance to the library service. - In this fast growing and dynamic world of information age libraries are becoming dynamic and more user accessed by providing facilities to enable users to identify library materials with out the help of librarians. In our case users face difficulties to identify books & other materials in the library since the library lacks a record that enables users to identify books on behalf of librarians this also makes it ineffective. - Most modern library systems are more user-friendly and easy to identify what is placed on a given shelf.
Bishoftu Technical & Vocational Institute library has no record that clearly shows what is placed on a given shelf; this also contributes for decreasing performance. - Modern library has to be more facilitated & giving fast service to meet the changing needs of its users.
When we see our case its facility is low and its speed is also slow to provide service to the users; so this is also limitation.
4.3 Recommendation ü First and for most Bishoftu Technical & vocational Library must establish a system that meets the needs of its users by considering the needs of the professionals and candidate professionals using its service in order to achieve this the library should: o Conduct survey about its service & needs of the clients o Strive to improve its service day to day o Assessing its activities o Work for users satisfaction
ü For better performance Bishoftu Technical & Vocational institute library must design a database system since database system is a basic building block of a modern library to perform this the library should:
o Design a catalog system for users to make the collection manageable after classifying the collection in different categories specifying each shelf, book title, number of copies, author etc.
o Design a pocket service mechanism for borrowing service to identify the books in and out, on circulation, stolen etc. easily and to make the library more user-accessed.
o Design a database management system (computer based) system to support & speed up the manual system by using this system in line with it in order to handle highly repetitive recording activities to resolve redundancy and to make the system easy for updating since the manual system use paper and ink it is better to make it electronic this is not to mean changing the manual system to computer based but to support the manual system so as to enhance the service performance to make it more secured as we understood security is a basic issue to protect books from distraction and theft.

The questionnaire consists two parts
